How PSA grading tiers work

PSA does not have one price — it has a ladder of service levels, and the level you’re allowed to use is set by your card’s Max Insured Value (PSA’s term for declared value). A more valuable card cannot use a cheaper tier, even if you’d prefer to.

Two things move together as you climb the ladder: the value cap rises, and the turnaround time drops. The cheapest tier can take five to eight months; the fastest tiers turn around in under two weeks. You’re effectively paying for both a higher insurance cap and a shorter queue.

PSA grades on the industry-standard 1–10 scale. A PSA 10 (Gem Mint) commands the strongest resale premium of any grading company on most sports cards — which is the main reason collectors accept PSA’s pricing and wait times. For the grade scale itself, see our PSA Grading Guide.

The Premium range has additional tiers between those shown — match your card’s insured value to the correct tier on PSA’s official page. Premium 10 starts at $9,999 for an item insured up to $350,000 and increases by $399 for each additional $10,000 of insured value above that.

What each tier includes

The tiers don’t just differ on price and speed — the service included changes too:

Value Bulk through Value Max include Standard Imaging of the front and back of the graded card. Regular and above add a fitted sleeve protector for the finished slab. Express and above add Grader Notes — a written breakdown of the card’s defects and why it received its grade. Super Express and above upgrade to high-resolution Premium Imaging.

If you care about Grader Notes or premium images of a key card, that’s a reason to step up a tier beyond what the value cap alone requires.

Max Insured Value — the concept that decides everything

Every PSA submission requires you to declare a Max Insured Value for each card. That number does two jobs: it sets the insurance coverage on the card while PSA holds it, and it determines which tier the card is eligible for.

You cannot put a $2,000 card in the $32.99 Value tier — the $500 cap rules it out, and the card must go in a tier whose cap covers it. Declare honestly, based on real recent sales of the card in the grade you expect. Lowballing the value to reach a cheaper tier is not a strategy; it under-insures the card and the tier cap will block it anyway.

How PSA bulk submissions work

PSA’s cheapest pricing comes through the Value Bulk tier, and it has specific rules. It is exclusive to PSA Collectors Club members — you cannot submit Value Bulk without an active membership. There is a 50-card minimum, and the minimum applies per era: a Value Bulk lot must be all modern (1980–present) or all vintage (1979 and older). Each card is capped at $500 Max Insured Value, and you should expect the longest wait of any tier — roughly 140–160 business days.

The membership math: PSA Collectors Club costs $149/year (Standard) or $199/year (Premium). On a 50-card Value Bulk submission, the Bulk rate saves about $400 versus submitting the same 50 cards at the regular Value rate. So a single 50-card bulk submission more than covers the membership fee — and the Premium tier additionally bundles Card Ladder Pro, a card-pricing tool valued around $200/year. If you submit in volume, membership pays for itself quickly. If you only grade a card or two a year, it does not.

Which PSA tier should you choose?

A big batch of moderate cards, cost is everything, time doesn’t matter → Value Bulk (if you’re a Collectors Club member) or Value. Be honest with yourself about the multi-month wait.

A single mid-value card, you want it back this quarter → Value Max or Regular. The jump from Value to Regular roughly halves the wait.

A valuable card or one you want to sell soon → Express or Super Express. You’re paying for the queue, and on a card you’re flipping, faster turnaround can be worth more than the fee.

A high-end card → the tier is essentially chosen for you by the value cap. Premium tiers exist because a five-figure card legally needs the insurance coverage.

A useful rule: don’t pay for speed you don’t need, but don’t trap a card you want to sell in a five-month queue to save $30 either.

Common PSA tier mistakes that cost collectors money

Choosing Value Bulk without realizing the wait. 140–160 business days is around seven to eight months. Collectors routinely pick it for the price, then are unpleasantly surprised.

Trying to submit Value Bulk without Collectors Club. It’s members-only — the submission won’t go through.

Mixing eras in a bulk lot. Modern and vintage cannot share a Value Bulk submission.

Under-declaring value to reach a cheaper tier. The value cap blocks it, and the card ends up under-insured.

Over-paying for speed on a card you’re keeping. If a card is going straight into your collection, the months-long wait of a cheaper tier costs you nothing real.

Forgetting turnaround is an estimate. PSA’s times move with volume — treat them as ballpark, not contract.
